Abstract

Compared to the world depression of the 1930s, the current world crisis is much more complex and difficult to attack, as well as its impact on Latin America. Now, as then, the origin of the crisis is in the centers, mainly in the United States. In this paper we argue that for the first time in the historical development of capitalism, the periphery could play an increasingly dynamic role in the development of the centers. This dynamic role, however great its potential, will in turn depend on the dynamics of the centers. If a cooperation policy encourages the dynamic role of the periphery, it could fundamentally change this state of affairs.
